RESPONSIBILITIES

I. JOB SUMMARY/RESPONSIBILITIES:
• Manages the administration, coordination and maintenance of Human Resources (HR) functions and programs; assures operational efficiency, excellent customer service and focus on developing a high performing culture with emphasis on delivery of high-quality, safe and effective patient care services.
• Ensures programs and activities support strategic plans, and the goals and objectives of North Hawaii Community Hospital (NHCH).   
• Ensures operations and functions meet standards and are in compliance with regulatory requirements, and policies and procedures.
• Collaborates and coordinates functions, services and operations to ensure alignment with related departments of the Queen’s Health Systems.  Key areas: recruitment, employment, employee relations, compensation, benefits, workers compensation, disability management, regulatory compliance, policies and procedures.

II. TYPICAL PHYSICAL DEMANDS:
• Essential: finger dexterity, seeing, hearing, speaking. 
• Continuous: sitting, static gripping of an object for prolonged periods. 
• Frequent: walking. 
• Occasional: standing, stooping/bending, climbing stairs, walking on uneven ground, lifting and carrying usual weight of 1 pound up to 5 pounds, reaching above, at and below shoulder level, frequent gripping of an object.
• Operates computer, calculator, telephone, fax and printer.

III. TYPICAL WORKING CONDITIONS:
• Not substantially subjected to adverse environmental conditions.

IV. MINIMUM QUALIFICATIONS:
A. EDUCATION/CERTIFICATION AND LICENSURE:
• Bachelor’s degree in Human Resources, business or related field.
• Master’s degree highly desirable.

B. EXPERIENCE:
• Five (5) years progressive experience in Human Resources with three (3) years in a supervisory/managerial capacity.
• Experience working in a union environment preferred.
• HR Generalist and healthcare industry experience highly desirable.
• Experience to demonstrate:
o Knowledge of employment laws (EEO, ADA, AA, FMLA, etc) and other regulatory and statutory requirements.
o Knowledge in HRIS, preferably Peoplesoft.
o Ability to coach and counsel for performance improvement.
o Ability to communicate at all levels and adjust messaging based on the audience, including the ability to influence accordingly.
